A potato bag, onion bag or a microwave potato cooker!
All great guesses. A microwave potato cooker?...My good senses tell me that you have more kitchen savvy than I. Perhaps you could share some more knowledge with me sometime.
I think it's a neck wrap / neck warmer or other warming bag filled with rice or beans; to be heated in the microwave and used as a heating pad.
